Houston Mayor Restricts Police Cooperation With ICE
Houston Mayor John Whitmire has issued an executive directive instructing the city’s police department to limit its cooperation with federal immigration authorities. According to official statements, police officers are now required to contact Immigration and Customs Enforcement (ICE) only if an individual they arrest for a jailable offense also possesses an administrative ICE warrant. This policy shift comes in response to recent public concern following a fatal shooting by an ICE officer in Houston and heightened scrutiny of ICE activities. The updated guidance means that in cases involving minor nonviolent offenses—such as traffic infractions—officers will issue citations and allow individuals to proceed without involving ICE. The announcement follows Democratic victories in the Texas midterm elections, resulting in a change of state leadership. The move marks a departure from previous state policy under former Republican Governor Greg Abbott, who had threatened to restrict funding to cities limiting cooperation with federal immigration enforcement. Mayor Whitmire stated the decision aims to reduce fear and anxiety among Houston’s residents, while officials indicate that the order underscores the city’s evolving approach to local law enforcement and immigration.
