A United Nations-backed inquiry has concluded that Russia committed war crimes and crimes against humanity in Ukraine by intentionally targeting energy infrastructure. According to the commission, Russian forces carried out attacks specifically aimed at Ukraine’s energy grid, actions which left millions of civilians without electricity and heat during freezing conditions. The inquiry, authorized by the Human Rights Council, reported that these attacks were deliberately directed against civilian facilities critical to survival, inflicting significant suffering on the population. Commission chair Erik Mose emphasised that Russian military commanders were aware of the essential nature of heating and electricity for civilians, and the latest findings highlight growing concerns as similar attacks intensify. The commission delivered its findings to the U.N. General Assembly’s human rights committee, underscoring the serious humanitarian consequences of intentionally targeting civilian infrastructure in an active conflict.
